Licensing & Certification Requirements

Requirement 1:
     Successful completion (2.5+ GPA) of your teacher preparation program
Requirement 2:
     Successful completion of the testing requirements (OGET, OSAT, and OPTE)
Requirement 3:
     Successful completion of a background check (FBI and OSBI)
Requirement 4:
     Achieved minimum competency in a second language.

The State of Oklahoma requires initial licensing before a standard teaching certificate is granted. After the successful completion of a state-approved teacher preparation program, the successful completion of at least three State required Certification Examinations for Oklahoma Educators (OGET, OSAT, OPTE), the successful completion of a background check (FBI & OSBI), and achieving minimum competency in a second language, an application for licensure may be submitted to the Oklahoma State Department of Education (OSDE). A teaching license costs $10. The University of Tulsa’s School of Education requires a 2.5 overall GPA in order to recommend an applicant for licensure.

Once licensure is granted, the State has a residency-year requirement in which the licensed teacher must complete one year of teaching under the supervision of a residency committee comprised of a mentor teacher, a school administrator, and a university supervisor. Once the licensed teacher has successfully completed the residency-year, then an application for standard certificate can be submitted (cost is $30). Standard certification must be renewed every five years. To keep the standard certificate current, the teacher must teach 3 of the 5 years of current certification or take 5 college course hours during those 5 years.


 

Certification Examination for Oklahoma Educators (CEOE)

Teacher Assessment Regulations for initial licensure:

  1. Any individual who applies for a teaching license must successfully complete three components of the competency examination as defined by the Oklahoma Commission for Teacher Preparation.
  1. The three components of the competency examination for licensure are: Oklahoma General Education Test (OGET), Oklahoma Subject Area Test (OSAT), and Oklahoma Professional Teacher Exam (OPTE).

If you register by mail, your registration materials must be postmarked by the regular registration deadline. If there are multiple postmarks, the most recent postmark date will be honored.

Test Guidelines

  1. There is one morning test session and one afternoon test session on each testing date. You are permitted to register for only one test per session. (2 tests total per test date)
  1. The OGET is given only in the morning session. If you register for the OGET, you may register for the OPTE or one OSAT for the afternoon session.
  1. The OPTE is given only in the afternoon session. If you register for the OPTE, you may register for the OGET or one OSAT for the morning session.
  1. The OSAT tests are given in both the morning and afternoon sessions. You may register for one OSAT for the morning session and/or one OSAT for the afternoon session (with exceptions in the administration testing area) or a combination of an OSAT test and either the OGET or OPTE.

Test registration booklets and application for licensure are available from Robbie Day, CH 329. Study guides for the CEOE test can be ordered at the time of registration and/or can be viewed on reserve in the McFarlin Library. An online registration option for the certification exams is www.ceoe.nesinc.com. You may access and download the test registration bulletin and study guides from this web site, as well as register online. Unofficial scores will be available for online access by 5:00 p.m. central time on the Official Score Report Mailing Date for each test administration. Official score reports will continue to be mailed on the Official Score Report Mailing Date. Candidate will be required to provide their CEOE identification number (listed on their test admission ticket) to access their scores online. OCTP will not have access to candidates’ identification numbers.

Background Check

COST: $62 (Certified Check or money order made payable to the Oklahoma State Bureau of Investigation (OSBI)).

PROCESS: Two fingerprint cards can be obtained from Robbie Day, CH 329. The cards are to be taken (by the student) to the Tulsa County Sheriff’s office or the local police department for the fingerprinting. The card is then mailed (in the provided envelope) to the Oklahoma State Department of Education.

LICENSING: Due to the extended time needed for the FBI check, a temporary license can be obtained after the OSBI background check is completed.

*NOTE: Title 68 O.S 238.1 (effective July 1, 2000) requires that all license/certificate holders be in compliance with Oklahoma State income tax laws BEFORE a teaching license or certificate can be issued or renewed.

Licensure/Certification Options

Students interested in becoming teachers have four options at The University of Tulsa:

  1. Secondary School Teacher. Students majoring in biology, chemistry, English, geology, history, mathematics, physics, political science, or theatre have the option of becoming licensed/certified to teach in grades six through twelve.
  1. Elementary School Teacher. Elementary teacher certification in grades one through eight is available. Students may major in elementary education in conjunction with an academic minor consisting of a minimum of 12 semester hours. Options for minors include programs resulting in middle school (grades 5-9) certification in language arts, mathematics, science, and social studies.
  1. Elementary-Secondary School Teacher. Students enrolled in the College of Arts and Sciences and majoring in art, music, French, German, and Spanish have the option of becoming licensed/certified to teach in grades kindergarten through twelve.
  1. Special Education Teacher. Deaf education and speech-language pathology majors in the College of Arts and Sciences become licensed/certified to teach in grades kindergarten through twelve. Speech pathology certification requires completion of a master's degree.
